Nearly 50 locals and beachgoers, bundled up in winter gear, braved the 27-degree chill to attend a special meeting about beach fee hikes. But here's where it gets controversial: the meeting was held outside, with folding chairs lined up in the parking lot, due to fire code restrictions inside the municipal building.
The real issue at hand was the proposed 20% increase in beach fees for the upcoming 2026 summer season. Outrage over this cost hike had pushed residents, including key town officials, to take action. They gathered enough signatures on a petition to force a special election, seeking taxpayer approval for the fee increases.
However, rather than face this election, the board of commissioners took a surprising turn. They repealed the ordinance at Monday's meeting, deciding to keep beach fees at the 2025 levels for the upcoming summer. But this decision wasn't unanimous, and it highlighted the growing division among the three-person board.
Deputy Mayor Theresa Manziano-Santoro, who had been removed as beach commissioner by her counterparts, recused herself from the vote as she had signed the petition. This left Mayor Frieda Adjmi and Commissioner Joseph Dweck to take the vote, with Adjmi reading a prepared statement to onlookers, citing the need for beach improvements and the potential cost of a special election.
Meeting attendees were not satisfied. They demanded transparency, questioning the need for fee increases when the beach club's revenue was already substantial. Some residents even raised legal questions, wondering if the beach club, being owned by the town and charging fees, should be considered a utility under state law.
The proposed fee increases, especially the large difference between resident and non-resident fees, sparked further controversy. For instance, the fee for a seasonal cabana was set to increase from $3,360 for residents to $6,660, and from $8,500 to $13,320 for non-residents.
Daily beach tags, however, were not part of this ordinance, with prices remaining at $12 on weekdays and $15 on weekends for 2025 and 2026.
Tonie Dunn, a regular at the beach club since she was 8 years old, cited New Jersey case law, stating that "municipal fees must reflect actual operating and maintenance costs, not serve as a disguised tax."
With the commissioners yet to introduce a budget, residents are left in the dark about the plan for their tax dollars. One attendee, who grew up in Allenhurst and requested anonymity, expressed a mix of emotions: "I'm a little bit encouraged by the repeal of the fee hike, but the problems in town run deeper than just the beach club and the fee hikes."
They added, "The beach club belongs to the taxpayers, not the mayor."
